Yes, that line would be very useful to not have to click into the budget. It gives a quick view of how much below or over the budget you currently are.
I think he means to have something you can compare the amount of projected budget you have as compared to how much you used. For example, if a person's budget for a month is $300, and on the fifteenth, he has already spent $200, there can be a comparison of his $200 spent as compared to the amount he should have spent to reach his target if only $300 is allowed to be spent a month (i.e. $150 in this case.)

A vertical line showing the expected consumption for that day of the month (i.e. the 1st day it should be on the left, day 15th in the middle of the budget, and so on)
