    I think he means to have something you can compare the amount of projected budget you have as compared to how much you used. For example, if a person's budget for a month is $300, and on the fifteenth, he has already spent $200, there can be a comparison of his $200 spent as compared to the amount he should have spent to reach his target if only $300 is allowed to be spent a month (i.e. $150 in this case.)
